A Trusted Partner for Texas Families Navigating Special Education

Find free special education support in Texas

Every year, thousands of Texas families find themselves navigating a complex system of special education, disability services, and community resources. Between evaluations, meetings, unfamiliar terminology, and important decisions, many parents are left wondering where to turn for reliable guidance.

Texas families looking for special education support can turn to free resources that help them understand their rights, prepare for ARD meetings, and advocate for their children.

For more than 40 years, Partners Resource Network (PRN) has been helping families answer those questions. As a nonprofit organization serving communities across Texas, PRN provides free information, training, and individualized support that empowers parents to understand their rights, advocate effectively for their children, and access the services they need.

Through its Parent Training and Information Center (PTI) and the PACT (Promoting a Changing Tomorrow) Project, PRN equips families with practical tools to navigate every stage of their journey. Whether preparing for an ARD meeting, learning about special education services, planning for the future, or connecting with community resources, families receive guidance from experienced professionals who understand both the system and the challenges parents face.

How PRN Can Help Your Family

PRN can help families:

  • Understand special education rights
  • Prepare for and participate in ARD meetings
  • Better understand special education services and resources
  • Find information to help them advocate for their child
  • Access parent training and educational resources
  • Plan for their child’s future and changing needs

“Our goal is to make sure families never feel alone or overwhelmed as they navigate services for their children. By providing clear information, practical guidance, and compassionate support, we help parents build the confidence to make informed decisions and become strong advocates for their children.” — Shannon Rosson, Director of the PACT Project

Support From Parents Who Understand

One of PRN’s greatest strengths is its family-centered approach. Many members of the organization have personal experience navigating disability services with their own families, allowing them to provide not only expert guidance but also genuine understanding and encouragement. The goal is simple: to ensure that no family navigates this journey alone.

Supporting Families in Texarkana and Across Texas

For families in Texarkana and Northeast Texas, navigating special education can involve working with schools, healthcare providers, therapists, and other community resources. Having access to reliable statewide resources can give local parents another place to turn for information and support as they make decisions for their children.

PRN’s impact extends beyond individual families. The organization works alongside schools, healthcare providers, community organizations, and state agencies to strengthen support systems and improve opportunities for children and youth with disabilities throughout Texas. By building partnerships and sharing reliable, evidence-based information, PRN helps create stronger communities where every family has access to the knowledge and support they deserve.

The Difference Family Support Can Make

The true measure of PRN’s work, however, is found in the lives it changes.

“Having access to their guidance, information, and support means so much to us as mothers. It gives us the confidence to communicate with the school and helps us better understand the paperwork. My family is truly grateful for all the support we’ve received”, said Antonia Chaparro, one of the beneficiaries.

Every success story begins with a parent who found answers, a child who received the right support, or a family that discovered they were not alone. Those moments, repeated across Texas for more than four decades, reflect PRN’s enduring mission: empowering families through knowledge, advocacy, and hope so every child has the opportunity to thrive at home, in school, and in the community.
